A cluster is one multi-tenant application. Each QuickBase app in it is one tenant's instance;
assign every app to its Workato tenant. A promotion maps an id found in a recipe to the same
cluster's instance for the target tenant — and refuses any tenant without one.

A link records that a destination recipe is a given source recipe, so a rename or a move on
either side can't break the pairing. Workato has no such identity of its own: its import pairs recipes by
name within the folder, so today a rename or a move in the source creates a second copy.
Every promotion records its own links; this scan proposes them for what was deployed before.
